Isaac Galobardes, Director of AQUA, participated this week in the second seminar of the ENQA Leadership Development Programme (LDP) 2026, held in Riga, Latvia and hosted by the Academic Information Centre (AIC). The seminar focused on organisational culture, leadership and change management in quality assurance agencies.

The ENQA Leadership Development Programme brings together professionals from quality assurance agencies across Europe to exchange experiences, strengthen leadership skills and foster international cooperation within the European Higher Education Area.

Alongside the seminar activities, participants continued their work on small international group projects. Isaac Galobardes is part of a project team composed of representatives from AQUA (Andorra), A3ES (Portugal), QQI (Ireland), NOKUT (Norway) and NVAO (the Netherlands and Flanders), examining how quality assurance agencies address online higher education delivery and how international cooperation can support agencies in this area.

The project explores issues such as the quality assurance of online provision, emerging challenges related to digital delivery, and opportunities for peer learning, methodological development and exchange of practices among agencies.

The outcomes of the group projects will be presented during the final seminar of the programme, which will take place in Ljubljana, Slovenia, in November 2026.
